The thesis

America invented the semiconductor and now fabricates barely a tenth of the world's supply — almost none of it advanced. Washington is spending hundreds of billions to bring fabrication home. But chips are built by people, and the people don't exist yet. The deepest shortage isn't silicon; it's talent — a national problem big enough to matter, yet tractable enough that focused capital can move it.
