The CHIPS Act, the chip, and what America is actually doing

Hundreds of billions are reshoring chip fabrication to American soil. Here's what the CHIPS Act is, where it stands now, why chips are the competitive differentiator of the century — and where ChipReady fits.

If you want to understand the most important industrial effort in America right now, you have to start with a single object: the chip. A modern processor packs tens of billions of transistors onto a sliver of silicon smaller than a fingernail. It is, by a wide margin, the most complex thing humans manufacture — and almost nothing in the modern economy works without it.

The historian Chris Miller calls chips “the new oil, the scarce resource on which the modern world depends.” Military power, economic power, and now the entire trajectory of artificial intelligence all rest on a foundation of computer chips. Whoever makes the best ones, and the most of them, sets the terms for the century.

What the CHIPS Act is

America invented the semiconductor and then, over thirty years, let the making of it drift overseas. U.S. share of global chip fabrication fell from 37% in 1990 to roughly 12% today — and almost none of the most advanced chips are made here.

The CHIPS and Science Act, signed in 2022, is the response: roughly $52 billion to bring leading-edge fabrication, research, and the supply chain back to American soil. It is the largest bet on domestic chipmaking in a generation — and a bet that this is too important to leave to anyone else.

Where it stands now

This is no longer a press release. The cranes are up and the awards are landing:

  • The Commerce Department has finalized awards committing over $36 billion of the program’s funding, with more than 20 projects underway.
  • TSMC’s Arizona complex — a roughly $6.6 billion award — has its first fab in volume production at the 4nm node, with 3nm and 2nm fabs following.
  • Micron secured about $6.1 billion for memory fabs in New York and its Boise, Idaho campus — part of a build-out it projects at around $200 billion over two decades.
  • Intel, Samsung, GlobalFoundries and others are building across Ohio, Texas, and beyond.

It is not frictionless — timelines have slipped, and funds release against construction milestones. But the direction is unmistakable: America is rebuilding its capacity to make the thing the future runs on.

The piece the money can’t buy

Here is the catch, and it is the reason we do what we do. A fab is concrete, steel, and machines — but it runs on people, and the people don’t exist yet. Industry analysts project the sector needs more than a million additional skilled workers worldwide by 2030, with roughly 67,000 U.S. semiconductor jobs at risk of going unfilled. You can finish a fab in three years. The talent takes longer — unless a nation decides to build it deliberately.

That is the part of the national effort that capital alone cannot solve, and it is exactly where ChipReady is aligned.

We did not build ChipReady beside this mission. We built it inside it. We are a named partner in PINES, the federal regional node for microelectronics education, and we carry the active support of the lawmakers who made the CHIPS Act real — Senator Maria Cantwell, a principal architect of the Act, and Senator Patty Murray, alongside Representative Suzan DelBene.

That is the shape of it: a national policy, the senators who wrote it, the companies pouring the foundations, the universities and colleges across nine states, and an organization built to turn all of it into people who can actually do the work. One mission, deeply aligned, all the way down.
